Do I see RED loctite?
Yepp. It's called spoke freeze (DT). Allows you to readjust the tension a few times. Not as strong as Loctite (witch is too strong for that use, and also too thick), but ridiculous expensive.

I correctly built wheel doesn't need loctite!!???? Better to use linseed oil where the nipple will turn easier to get the correct tension.
